Why You Can't Reserve a Horde Character on WoW Forever's PvP Ruleset

"This faction is currently unavailable on this ruleset": why WoW Forever is blocking new Horde characters on PvP during name reservation, what you can do, and what isn't known yet.

If you try to reserve a Horde character on WoW Forever's PvP ruleset, the game may stop you with this message: "This faction is currently unavailable on this ruleset due to population imbalance." We got it ourselves on October 30, 2026, trying to make a new Horde character. It matches a faction balance system Blizzard described before launch, though we found no Blizzard post about this particular lock.

  • Who it affects: new Horde characters on the PvP ruleset. Players began reporting it on October 27, the day name reservation opened.
  • How long it lasts: Blizzard has not said. Some players report getting through after trying again.
  • The catch: choosing Alliance instead can shut you out of Horde on that ruleset, because the PvP ruleset allows one faction per player.

What Blizzard has said

Blizzard's ruleset guide says that "for the PvP rulesets, faction balance remains an important consideration." It says WoW Forever "will include systems intended to help keep Horde and Alliance populations closer together." It compares those systems to Season of Discovery, "where new character creation could be temporarily limited for a faction when additional balance support was needed."

That describes the system in general. As of October 30, we found no Blizzard post that names Horde as the locked faction, gives the population gap that sets off the lock, or says when it will lift.

What players are reporting

The first reports came the same day reservation opened. Threads on Blizzard's US and EU forums describe the same block on Horde characters on the PvP ruleset.

The lock may not be constant. In those threads, some players say they got through after trying again, one of them about five minutes later. Three days after reservation opened, we still got the message, so don't count on a quick retry. One player also reported being blocked while making an Alliance character on the Roleplaying PvP ruleset, so the limit may not be only about Horde. That is a single report.

What you can do

Try again later. This costs nothing, and it is the only option that keeps you on Horde on the PvP ruleset. Name reservation runs through November 3, and the game launches on November 4. We don't know whether the limit will still apply at launch.

Think before you reserve Alliance instead. Blizzard's guide says: "On the PvP ruleset, players can only create characters for one faction. Once you create an Alliance character on the PvP ruleset, you won't be able to create a Horde character there." If you want to play Horde on PvP eventually, a quick Alliance reservation could work against you.

Reserve on another ruleset, if PvP isn't essential. Blizzard says that "on Normal, Roleplaying, and Hardcore rulesets, you can create characters from both factions." Two limits apply. You get "up to three characters total across all Rulesets" during reservation, so each one uses up a slot. And Blizzard says players "cannot freely hop between rulesets," so don't assume a name reserved elsewhere can move to PvP later.

Don't expect support to lift it. Replies in a Blizzard support forum thread say "Customer Support is unable to unlock this manually." The page doesn't label those posters as Blizzard staff, so treat that as likely rather than official.

What the census can and can't tell you

The census on this site counts characters seen on the beta. It has no data on name reservations, and we couldn't find any that Blizzard has published. So we can't tell you how far apart the factions are in reservations, or why Horde is the side being limited.

That is also why the faction balance page can show the beta's PvP realms close to even, 50.9% Alliance to 49.1% Horde as of October 28, while Horde is the side locked now. The two aren't measuring the same thing, so don't read the beta split as a guide to which faction will be locked.

Blizzard can change how this limit works at any time, including at launch.

This post was written automatically from the census data on this site and checked against those numbers before it was published. How the numbers are counted is on the About page.
